The figure is set before anybody looks at the building
Most budget lines for cleaning are prepared by taking the previous year and adjusting it. Nobody inspects the property, nobody asks whether the scope still matches what the building needs, and nobody tests the figure against the market. It is an efficient way to prepare a budget and a poor way to fund a service, particularly in a scheme where occupancy or use has changed.
Obtaining a proper figure before the draft budget is prepared costs the committee very little and changes the position entirely. The scheme adopts a number that reflects the building as it currently is, rather than as it was two or three years ago. It also means any increase can be explained to owners with a reason attached rather than presented as an adjustment nobody can account for.
