The room fills at a rate the scheme did not choose
Food waste behaves differently from the paper and packaging most commercial schemes are designed around. It generates odour within hours in warm weather, it attracts pests, and it produces liquid that finds the lowest point in a room and stays there. A waste room designed and scoped for general commercial waste will not hold that condition for a week, no matter how carefully it is cleaned on the day.
The committee therefore has a real decision rather than a service complaint. It can increase attendance, change the collection arrangement, alter the room's configuration, or approach the businesses concerned about their own arrangements. All four are owners corporation matters. What the cleaning contractor contributes is an accurate account of the condition between visits, which is the only thing that makes those options comparable. Without that record, the committee is choosing between four options on the basis of a general impression.
